Yes. The CA (Certificate Authority such as Verisign, and Thawte) uses domain names and not IP Addresses when they perform verification/cert authority services for your e-commerce site.
The fact that you may have a dynamic IP address makes no difference to the cert authority.
To obtain a certificate you have to have your own domain name (TZO Premier Service) and you cannot use a sub-domain (TZO Standard) of any of our domain names. It's not possible to get a certificate for names such as yourname.tzo.com, tzo.net, tzo.org or other subdomains from TZO
